Jose P. Gutierrez is an Environmental Supervisor in the Climate and Air Programs Division of “EnvironmentLA” (ELA), the City of Los Angeles’ Environmental Affairs Department. He is an accomplished environmental and city planning professional with over eleven years of committed public service to the City of Los Angeles. A proud native of the beautiful San Fernando Valley in southern California, Mr. Gutierrez earned a Bachelor of Arts Degree in Urban Studies from California State University, Northridge in 1991, and a Master of Arts Degree in Social Policy and Analysis from the University of California, Los Angeles in 1993. He serves as President of the Southern California Planning Congress and holds membership in a number of other professional and civic organizations including the Association of Environmental Professionals (AEP), the Urban Land Institute, and the “Make-A-Wish” Foundation.
As Environmental Supervisor, Mr. Gutierrez has over five years experience in public service management including preparing/reviewing/analyzing EIS/EIRs; spearheading grant applications and coordinating grant projects. He also assists in the formulation of legislative policy and program recommendations. His responsibilities also include conceptualizing innovating methodologies, assisting with divisional budgetary planning, and managing community outreach to promote projects that reduce mobile source air pollution emissions and reduce the City’s negative impact on the increasing threat of global warming.
As a city planner, Mr. Gutierrez has six years experience in public sector planning. He was instrumental in facilitating the City’s historic preservation efforts, as well as transit and pedestrian-oriented development. He was also responsible for land use, zoning and plan development, and was often called upon to provide extensive legislative analysis and policy/ordinance development. He also had a critical role in the City’s economic development of empowerment/enterprise zones, and served as a field/planning deputy for elected officials.
